[SUB DIVISIONAL DISASTER MANAGEMENT AUTHORITY]

North District ,being hilly district is mostly affected by the natural disaster of landslides,flash flood,high speed wind,drought,forest fire and hail storm.Further,it lies under seismic zone IV which is known as a very high risk zone .The District Disaster Management Committee has been formed under the chairmanship of District Collector to evaluate the Disaster Preparedness for different types of calamities at different times over a year that may occur .The Committee is the Pioneer Committee in the district to take stock of situation ,monitor routine preparedness , suggest improving response mechanism and develops a document for disaster management in the district .On the basis of district disaster management committee we are forming a Sub Divisional Committee for better coordination with all deptt. At Sub Divisional level.

At the outset of the planning it can be referred to the perface given by the District Collector that District Disaster Management Plan is inevitable .The only strong administrative units linkup between bottom & the top.There is no doubt about its formulation ,vow for preparedness and commitment for its positive implementation at the hour of crises .The plan is viable because it envisages the following factors critically form a pratical point of view .Risk assessment & vulnerability analysis.Establishing culture of quick and effective response .Maintaining cohesiveness & uniformity in the formulation of a strategy taking a wide range of hetrogeneous factors posed by a Disaster.

Chungthang Sub Division is one of the two sub districts of North Sikkim district ,in the state of Sikkim ,India .Chungthang is the headquarters.It contain nine census–designated villages:

  • Chungthang
  • Lachen
  • Lachung
  • Shipgyer
  • Toong
  • Lachen Forest Block
  • Thangu Forest Block
  • Lachung Forest Block
  • Chungthang Forest Block

Chungthang is a town in North Sikkim district in the Indian state of Sikkim .It is situated at the confluence of two rivers:River Lachen and River Lachung ,both tributaries of the river Teesta.Chungthang is located a distance of 95 km form the capital Gangtok .The Indian army has a major forward base in the town including a medical centre .

An effective and raelistic Sub District Disaster Management Plan with full proof communication ,authentic and accurate data base ,documented and rehearsed to be activated in the shortest possible time with minimum simple orders and procedures ensuring active participation both by Government ,Community and volunters at all levels making optimum utilization of men ,material and available resources with no gaps or no over laps to prevent loss to lives and minimise loss to property ensuring fastest approach for rescue, rehabilitation and to avert for the miseraries of the calamity striken people.There is a saying that a friend in need is a friend indeed .The SSDMP like a true friend will obviously guide the entire machinerary engaged for relief operation and input courage among the community to the face the eventuality boldly .

Disaster are a combine result of hazards and vulnerabilities.They occur when the adjustment capacity of the affected communities and individual exceeds their ability to cope with a crisis . It is an exterme state of everyday life in which the continuity of community structure disrupts temporarily but trailing behind it a long term infrastructure , economic development to maintain normalcy for years together.

Optimum strategy is to be maintained by framing a sub district disaster management plan to minimize loss of life and property.Officials from Sub District Administration ,public ,NGOs ,CBOS and intrest group are monitered to stand in interaction eith a view to play a mojor role in disaster mitigation.

Broadly it has been divided into three major strategies:
  1. PRE DISASTER.
  2. DURING DISASTER
  3. POST DISASTER
PRE DISASTER i.e preparedness in " no – disaster situation "
  1. Formation of Sub District Disaster Management Committee.
  2. Formulation of Sub District Disaster Management Plan for the current year.
  3. Hazard analysis and resource inventory .
  4. Allocation of responsibilities to the individiuals / groups /institution /org/volunatries.
  5. Broadly defining the responsibilities and operational function .
  6. IEC programme .
  7. Training and capacity building.
  8. Logistic arrangement – Self shelter(immediate /permanment ),food items like rice,chura,and biscuit drinking water,medical facilities ,clothing ,other essential commodities ,communications network like wireless system /VHS ,HAM –radio ,V-sat light vechile ,heavy Vechile, fire brigades Bulldozer etc.
  9. Preparation of daily situation report.
DURING DISASTER
  1. Functioning of Sub District control room ( DCR ) and other /GP /line Deptt control room .
  2. Dissemination of warning /infromation
  3. Coodernation with officials at district control room in each twelve hours interval to monitor the situation.
  4. Alerting CDMO /line Deptt. /field officials to remain in readiness to gear up into action immediately after abetment of crisis.
  5. Immediate freezing of reasonable POL stockwith different petrol pump.
  6. Rescue operation /evacuation by teams ( already identified ) providing infrastructure facilities and movement to rescue centre.
  7. Management of rescue shelter .
  8. monitoring disaster management by ensuring a line of control through public and paramilitary force ,fire services ,civilians,NGOs and essential service Deptt. By District Collector.
  9. Daily stock of the situation by District Magistrate and ADC and SDMs .
  10. Administration of relief .
  11. Preparation of daily situation report.
POST DISASTER
  1. Assessment & enumeration of damages.
  2. Distribution of relief/ emergent reliefs.
  3. monitoring relief operation organized by outside agencies/UN Agencies /Red cross/NGOs/ PSUs/other states etc through District Administration.
  4. restoration of communication –roads and bridges.
  5. Restoration of electronic communication system .
  6. Immediate arrangement of free kitchen in the cutoff /shelter camps and inaccessible areas.
  7. Ensuring safeguarding of belongings of brlongings of the evacuees.
  8. Ensuring transportation of relief materials to affected areas.
  9. Maintenance of Law & Order.
  10. Ensuring safe availability of drinking water.
  11. Provision of Medical facilities and minimum sanitation.
  12. Removal of debris and disposal of carcasses.
  13. Helping the evacuees to return to their homes.
  14. Special care to children , lactating mothers , old & infirm.
  15. Meeting Officers of both District level and field level in every 24 hrs to take stock of the situation .
  16. Collection of information by a core group of DAC headed by DM/SDMs and submission of daily situation report to Govt.
  17. Documentation od the entire event – Black & white /Audio and video.
  18. Check memo.

STANDARD OPERATING PROCEDURE OF SUB DISTRICT CONTROL ROOM. FOR SUB DISTRICT EMERGENCY CONTROL ROOM –CHUNGTHANG.

1) OFFICER IN CHARGE OF THE SUB DISTRICT CONTROL ROOM:

The control room shall be in overall charge of the Sub Collector ,Revenue Officer ,BDO,Revenue Inspector ,Emergency officer or any other officer on duty at that point of time shall remain in overall charge of the control room .The person in charge of the control room shall be personally responsible for implementing the SOP as indicated hereafter and sign on behalf of the Sub Collector on all reports & nact on each point of SOP for effective management of the situation .

2) ASSEMBLY IN CONTROL ROOM

Following staff and officers shall assemble in the control room on getting any information from any authentic source about any emergency .Apart from these,any other officers or a staff ,who receives the information from any source ,will reach /inform the control room immediately for further dissemination /follow up action .Sub Collector ,BDO,emergency officer,Sub Divisional Police Officer,Revenue Officer.All staff emergency section Stenos and other staff as desired by the Sub Collector.

3) STARTING EFFECTIVE FUNCTIONAL CONTROL ROOM .

Following preparatory steps will be taken up for keeping the control room functional during emergency.

  1. Shift one more phone lines to the control room .
  2. Keep the radio with new batteries ready.
  3. Regular listening & recording of warning transmitted through AIR Gangtok
  4. Hire 2 more generator sets.
  5. Stock 2 barrels of kerosene and petrol for running the generator sets.
  6. Change the battery of VHF sets,( if installed).
  7. Charge the battery of inverter.
  8. In case of heavy down pour, arrange four extra battery.
  9. Charge the satellite phone and test it.
  10. Keep 2 nos of four wheeler ready .
  11. Ensure availibility of the list of identified shelters with route chart.List of NGO volunteer /NCC/NSS /and other youth volunteers.
4) ALERT ALL FIELD OFFICERS.

Sub Collectors ,Ros ,CMO,SDDO,SDOP,industries,telephone ,agriculture,RDD,R&B,ICDS,Irrigation ,Fire Officer,PHED,MLAs,MPs,Station Director,All India Radio, warning should be informed in case of any mishap in the following manner information should be given to the media.

5) EMERGENCY WARNING MESSAGE NO . Dt. TO:

SP/All OICs of police station/Sub Collector/CDMO/SDMs/R&B Div,LD Education and other line Deptt.

6) CALL UP THE OFFICERS and ensure that they remain in the Headquarters untill the situation is normalized.
7) PREPARE A LOGBOOK/CHART PAPER:

For recording chronological sequence of events from time to time.

8) FOOD,KEROSENE,PORTABLE GENERATORS,TORCH LIGHT:

Check up availibility of food ( for emergency) and kerosene at Sub Division Headquarters & Gram Panchayat Unit Level with stroage agents and other inaccessible pockets.SDMs shall contact all storage agents .They shall personally visit the godowns and verify the stocks.The agents shall remain present at the store round the clock .SDMs shall immediately depute one to the place where storage godowns are located.

3.1. The respective FI ( food inspector ) should be informed to remain alert for procurement of dry foods/essential commodities on short notice.

3.2. Direct the private Stockist /wholeseller and FCI to remain open on all days, including Sundays and holidays ,till situation is normalised.

3.3. Start movement of food stock and kerosene oil from Sub Division headquarters to areas that are likely to be cut off.

3.4. Place requisition to the transport department for deployment of vehicles.

9) HEALTH SECTOR:

Make a rapid assessment of the following .

  1. Check up the stock of medicines ,bleaching powder,and halogen tablets.If necessary,send immediate requisition to CMO.
  2. Start movement of medicines ,bleaching powder,etc.to PHCs/PHSCs.
  3. Ensure that the medical officers are in place at the PHCs and PHSCs through CMO,SDMO,police station ,blocks and Revenue Officers CMO shall decide the location of the camps.
  4. All CDPOs shall be teamed up eith the MO of PHC/PHSCs with their vehicle and supervisors.
10) VEHICLES:

Requisition ………………small and ………………big vehicles immediately.Further requisition will be made as per the need.

11) EMPOWER FIELD OFFICIALS to requisition vehicles big/small.
  1. Request Collector to remain in readiness for supply of all commodities.
12) CLOSE EDUCATIONAL INSTITUTIONS after making an assessment of the magnitude of the emergency.
13) VETERINARY MEASURES :

Immediately contact AH&VS Deptt. For supply of cattels feed and medicine.Veterinary doctors shall make assessment of vaccines snd fodder availability.

14) AIR DROPPING ZONES:

Identifying school grounds or open space for the purpose of air dropping zones .Make an advance list of villages where air dropping may be needed,looking into the magnitude of disastes.

15) EACH JE OF RD,R&B,IRRIGATION,AND FLOOD CONTROL Shall keep ready atleast a team of 20 person with axes and saws .They will also have one chain –pulley system ready.
16) REQUEST THE COMMANDANT IN CHIEF fo SAP Training centre,Superintendent of poloce for deployment of army personal /Police personal in rescue operation &maintenance of law & order.
17) REQUISITION THE SREVICE OF OFFICERS who have been effective in th past.Allot areas to them with full powers of decision making on the spot.
18) MAKE A THOROUGH ASSESSMENT of relief items available in stock at different places of field as well as District Headquarter.
19) FUNCTIONAL DISTRIBUTION OF WORK :

Following functional distribution of works shall be done .Each team will have staffs and resources.The team leaders will have full powers to take individual decisions.

  1. Transportation team .
  2. Stock and store team.
  3. Finance team.
  4. Information and office documentation team.
  5. Food and other relief items team.
  6. Civil society and international organisation co-ordination team.
  7. Liaison.
20) CIVIL SOCIETY ORGANISITIONS:

Get in touch with civil society organisations.Allot them areas or functions.Get them introduced to the field functionaries.Ask them to prepare a list of volunteers .Make a quick inventory of their resources.Contact UNICEF,UNDP,CARE,WHO.Action aid and other international agencies.make a quick assessment of district needs and expectations from different agencies.

21) PRESS BRIEFING:

Press briefing play a very important role in Disaster Management .Daily press briefs will be issued at 1600 hours .Written information will be issued .Following format will be issued.

22) MESSAGE TO THE PUBLIC:

Over AIR /Nayuma Cable ,local papers should be specific .Apart from the warninig ,It should include the following three points.

  1. Remain alert.
  2. Take shelter in nearest pucca building/save shelter/sckool and other places.
  3. Keep sufficent dry food for emergency.
23) REGULAR CONTACT at intervals with DC,ADC,SDMs ,Home Secretary ,Secretary ,Land Revenue Deptt,Addl.Secretary to Chief Minister,Chief Secretary and Health Secretary,Police Control room,State control room.
24) Written orders shall be issued for identifying places for starting free kitchen for atleast 3 days.
25) Keep spare copies of District jurisdiction maps.
26) Place requisition with SP for supply of temporary VHF sets for CDMO,ADMs,SDMs,AE-irrigation and Flood control ,AE-Housing ,AE-Roads & Bridges /GPUs
27) Contact Meterology Deptt Sikkim.
28) Requisition School /College for army /police forces.
29) Direct all field officers to hire generators and keep sufficent oil for running them .
30) Direct all police station to keep spare batteries for VHF.
31) Looking at the onset of emergency and after making quick preparation convene emergency meeting of important officails and non-officials agencies .Give them clear instructions on the above manner.
32) Make a duty roster of important officals for uninterrupted functioning of DCR & immediate implementation of the Relief /Rescue programme.
33) Contact details of all Sub Divisionals Officers – Chungthang.
